It would be good if you could set the user group that can view comments as well as the group that can enter them. i.e. restrict view so that only Registered users see the comments (and then only registered users would get to see the Show/Hide Comments link as well).

NB I only see this behaviour when I have set comments entry to Registered and I am logged in. If not logged in the Submit button is not visible.
